* Households in many, if not all urban poor communities in Metro Manila are charged higher for electricity connection A total of PhP 5,500 is being collected by a "free lancer" (one who facilitates electricity connection/access from Meralco). The free lancer charges P1,500 for city hall wiring permit (In 2007, the electrical permit fee if paid directly to the city hall was only P98!) while the Meralco service deposit costs P1,570 (Again in 2007, this only costs P1,160).
